AN LEAA GRANT WAS AWARDED TO THE COLORADO DEPARTMENT OF INSTITUTIONS TO DEVELOP OFFENDER BASED CORRECTIONAL INFORMATION SYSTEM (OBSCIS) APPLICATION MODULES AND PROVIDE NATIONAL PRISONER STATISTICS.
Abstract
CERTAIN ACCOMPLISHMENTS WERE NOTEWORTHY OVER THE 1977-78 LIFE OF THE PROJECT. A COMPUTERIZED INFORMATION SYSTEM COMPRISED OF 140 DATA ELEMENTS WAS ESTABLISHED. ROUTINE DATA COLLECTION AND ENTRY ACTIVITIES FOR NEW INTAKES AND POPULATION MOVEMENT WERE ACCOMPLISHED IN THE ON-LINE MODE FROM FOUR TERMINALS. AN OBSCIS USER MANUAL WAS COMPLETED, AND FUNDS WERE APPROPRIATED BY THE LEGISLATURE TO PROVIDE AN AUTOMATED INTAKE SCHEDULING AND TRACKING SYSTEM FOR MAXIMUM AND MEDIUM SECURITY FACILITIES. THE PREPARATION OF A 5-YEAR AUTOMATIC DATA PROCESSING PLAN FOR CORRECTIONS WAS COMMENCED. INVESTIGATIVE AND PLANNING ACTIVITIES TO PROVIDE THE LEGISLATIVELY MANDATED INTAKE SCHEDULING AND TRACKING SYSTEM WERE INITIATED. DEPARTMENTWIDE USER TRAINING SESSIONS IN THE USE OF THE OBSCIS WERE CONDUCTED. SYSTEMS ACTIVITY WAS STARTED IN THE DESIGN OF A SOPHISTICATED OFFENDER DATABASE TO OPERATE ON AN ADMINISTRATION OF JUSTICE HOST COMPUTER. FINALLY, PROGRAMMING WAS CARRIED OUT TO ACCOMMODATE NATIONAL PRISONER STATISTICS REPORTING REQUIREMENTS. A MORE GRADUATED APPROACH TO IMPLEMENTING THE 140 DATA ELEMENTS COMPRISING THE OFFENDER DATABASE IS PLANNED. ATTACHMENTS CONTAIN ADDITIONAL INFORMATION AND FLOW CHARTS PERTINENT TO THE OBSCIS. (DEP)
