The Colorado Springs, Colo. Police Department built a new operations center that combines a variety of functions and includes physical conditioning facilities; the police, fire, and 911 communications center; a state-of-the-art crime laboratory; electronically controlled heating, ventilating, and air conditioning; internal and external security measures; and redundant power sources for all normal and emergency systems.
Abstract
The facility is also designed to allow for future expansion. Planners first determined the future policing strategy for the city. They next conducted a space needs analysis. Based on studies and staff input, the planning committee decided that the department needed to be organized into three divisions, each serviced with a permanent substation. Police administrators obtained the support of community groups through presentations to service clubs, community groups, and others. They also obtained the support of the local newspaper. As a result, a $10 million bond issue for the construction passed. The city committed an additional $5 million from its capital improvements budget. Photographs
