Abstract
IN THE PROCESS OF INDUSTRIALIZING AND MODERNIZING A SIMPLE AGRARIAN ECONOMY, THE SCOPE FOR MANIPULATION OF EXPANDED GOVERNMENT REGULATORY PROCESSES BY INFLUENTIAL AND RESOURCEFUL ECONOMIC OFFENDERS INCREASES. FURTHER, GOVERNMENT ORGANIZATIONS IN A DEVELOPING COUNTRY INCUR SUBSTANTIAL EXPENDITURE ON PUBLIC WELFARE PROJECTS WHICH IS VULNERABLE TO FRAUD BY UNSCRUPULOUS CONTRACTORS AND CORRUPT PUBLIC OFFICIALS. LAW ENFORCEMENT IS FRUSTRATED IN INDIA BY INCOMPETENT PROSECUTION, INADEQUATE LAWS AND PROCEDURES, DELAY IN TRIALS, AND ABUSE OF DUE PROCESS OF LAW BY DEFENSE LAWYERS.
