AN INSURRECTION AT A CANADIAN PENITENTIARY IS DESCRIBED AND ITS CAUSES ARE ASCERTAINED IN ORDER TO RECOMMEND MORE EFFECTIVE SECURITY MEASURES TO PREVENT FURTHER UPRISINGS.
Abstract
AN HOUR-BY-HOUR ACCOUNT OF AN INMATE UPRISING WHICH WAS PLANNED BY A FEW INMATES IN RESPONSE TO FACILITY CONDITIONS AT KINGSTON PENITENTIARY IS GIVEN IN THIS REPORT. SOME OF THE ITEMS SPECIFICALLY UNDER INVESTIGATION WERE - THE IDENTITY OF THOSE PERSONS WHO ACTED AS LEADERS, WHETHER OR NOT THE PLANNING OF THE INSURRECTION HAD COME TO THE ATTENTION OF ANY CORRECTIONAL OFFICER, AND WHAT AMOUNT OF PHYSICAL VIOLENCE WAS PERPETRATED DURING THE DISTURBANCES. THE REPORT ALSO EXAMINES THE FAILURE OF KINGSTON PENITENTIARY AS A REHABILITATION CENTER AND DEVOTES A MAJOR PORTION OF THE INQUIRY EXPLORING THE CONFLICT AND RELATIONSHIP BETWEEN THE CUSTODIAL AND REHABILITATIVE FUNCTIONS OF A PRISON. TO ACHIEVE MAXIMUM ORDER AND DISCIPLINE WITHIN A REHABILITATIVE CONTEXT THE REPORT INCLUDES A NUMBER OF RECOMMENDATIONS FOR THE UPDATING OF RULES AND GUIDELINES FOR CORRECTIONAL OFFICERS.
