LEGISLATIVE ISSUES AND PRIORITIES RELATED TO THE NEEDS OF YOUTH AND THE CORRECTIONS FIELD IN N.Y. ARE EXAMINED IN THIS 1976 AGENDA ON HUMAN NEEDS.
Abstract
THE OBJECTIVE OF THE YOUTH AND CORRECTIONS COMPONENT OF THE AGENDA IS TO IMPROVE CONDITIONS AND INCREASE RESPONSIVENESS TO HUMAN NEEDS IN SUCH AREAS AS THE COURTS, CRIMINAL JUSTICE, CORRECTIONS, AND DRUG ABUSE. DURING THE 1975 SESSION OF THE STATE LEGISLATURE, THE COMMITTEE ON YOUTH AND CORRECTION REVIEWED MANY BILLS, TOOK POSITIONS ON OVER 60 BILLS, PUBLISHED LEGISLATIVE MEMORANDA ON 49 BILLS, AND EXPRESSED VIEWS ON THE REMAINDER THROUGH OPEN LETTERS TO COMMITTEE CHAIRPERSONS IN THE LEGISLATURE. A CONSTITUTIONAL AMENDMENT WAS PASSED CREATING A COMMISSION ON JUDICIAL CONDUCT TO RECEIVE OR INITIATE COMPLAINTS ON THE FITNESS OF JUDGES AND TO RECOMMEND TO THE CHIEF JUDGE OF THE STATE COURT SYSTEM THAT THE COURT ON THE JUDICIARY HEAR AND DETERMINE CHARGES AGAINST A JUDGE. BILLS WERE PASSED THAT INVOLVED THE RESTRUCTURING OF THE STATE COMMISSION ON CORRECTION, A MORE LENIENT ATTITUDE TOWARD THE POSSESSION AND SALE OF MARIHUANA FOR ADULTS, AND METHADONE MAINTENANCE TREATMENT. LEGISLATIVE PRIORITIES FOR 1976 INVOLVED THE AREAS OF DRUG ABUSE, THE FAMILY COURT, JUVENILE JUSTICE, CRIMINAL JUSTICE AND THE PENAL LAW, PAROLE, TEMPORARY RELEASE, AND CIVIL DISABILITIES. YOUTH AND CORRECTION BILLS BEFORE THE 1975 N.Y. STATE LEGISLATURE ON WHICH THE COMMUNITY SERVICE SOCIETY OF N.Y. TOOK ACTION ARE LISTED IN A TABLE. (DEP)
