MANAGEMENT APPROACHES AND TECHNIQUES ARE OUTLINED IN A HANDBOOK DIRECTED TO MANAGERS OF PROJECTS FUNDED BY LEAA GRANTS.
Abstract
THE INTENT OF THE BOOK IS TO PROVIDE GENERAL DIRECTION AND INFORMATION WITH REGARD TO THE MANAGEMENT OF LEAA-FUNDED PROJECTS. BASIC MATERIALS ON HOW TO APPLY FOR AND MANAGE A GRANT ARE PRESENTED, INCLUDING DISCUSSIONS OF PLANNING AND BUDGETING, STRATEGIES AND TACTICS, ORGANIZING, ACCOUNTING, PERSONNEL MANAGEMENT, LEADERSHIP, COORDINATION, AND COMMUNICATION. THE PRIMARY OBLIGATIONS OF GRANT RECIPIENTS TO LEAA ARE DISCUSSED, WITH REFERENCE TO THE SUBMISSION OF FINANCIAL, PROGRESS, AND EVALUATION REPORTS, CONFLICT OF INTEREST, MAINTENANCE AND RETENTION OF FINANCIAL RECORDS, ALLOWABILITY OF COSTS, STAYING WITHIN THE SCOPE OF THE GRANT, EQUAL EMPLOYMENT OPPORTUNITY, AND SPECIAL CONDITIONS. GUIDELINE MANUALS PREPARED BY LEAA AS AIDS TO GRANTEES ARE DESCRIBED. INFORMATION, TECHNICAL ASSISTANCE, AND TRAINING SERVICES AVAILABLE FROM LEAA ARE DESCRIBED, AS ARE LEAA'S MONITORING, EVALUATION, AND AUDIT RESPONSIBILITIES. THE FUNCTIONS OF LEAA CENTRAL OFFICE AND REGIONAL OFFICE GRANTS MANAGERS ARE DESCRIBED. THE GRANT MANAGEMENT PROCESS IS OUTLINED FOR BOTH NATIONAL AND LOCAL IMPACT GRANTS. AN 8-PAGE BIBLIOGRAPHY AND A LIST OF FEDERAL GOVERNMENT REFERENCES ARE INCLUDED.
