Recognizing that the existing fragmented communication systems in Kootenai County, Idaho, do not meet the needs of the community, this technical assistance report provides guidance toward improving the communication and dispatching services to the county.
Abstract
Kootenai County law enforcement is currently served by three full-time dispatching centers: Kootenai County Sheriff (KCSO), City of Coeur D'Alene (CDAL), and the Idaho State Police (ISP). Part- and full-time dispatching service is provided for several cities by KCSO on contract. There is no single countywide telephone access number available to the public for emergency public safety services. Dispatching functions in KCSO and CDAL departments are sometimes subordinated to other 'make work' tasks, and there are dispatcher personnel shortages due to reductions in the CETA programs. Further, agency dispatchers are not adequately trained. The diversity of radio equipment used throughout the county causes deficiencies in overall radio capability and maintenance, and channel loading is perceived as being too high by personnel. The law enforcement agencies of the county should establish a committee of the agency administrative heads to develop and oversee law enforcement communications in the county. KCSO should obtain the services of a communications engineering consultant to (1) determine radio coverage requirements and deficiencies in areas that are deficient, (2) recommend system changes to meet requirements, and (3) determine methods and costs to provide adequate backup power for mobile relay sites. Dispatcher workload should be evaluated in accord with department priorities, and duties should be limited to those which permit an efficient communications operation and provide maximum officer safety. The General Telephone Company should be contacted to discuss the implementation of the nationwide emergency telephone number, and current and future communications needs should be established. A contractual agreement example is provided.
