This guide provides the communications training officer (CTO) in California law enforcement agencies with reference material to prepare for and use during on-the-job training of dispatchers.
Abstract
The roles and responsibilities of the trainee, trainer, and supervisor are included as a guide for the development of a CTO program. The program is designed to expose the new employee to a comprehensive span of public safety communications experiences during the training period. This training guide provides direction for the trainee, prevents duplication of training when more than one trainer is used, includes a checklist that assures the trainee has received all training elements and demonstrated competence in necessary skills, assures consistency in the information presented, and provides a format for tracking the trainee's progress. The categories of instruction contained in the guide cover basic skills, tasks, and information that the agency expects the dispatcher to know and perform. Sections of the guide address the duties and responsibilities of the trainee; the CTO; and the supervisor, who acts as observer, evaluator, resource person, and reviewer of the training program. Other sections of the guide cover the instructional process, evaluations and evaluation forms, standard performance guidelines, presenting the evaluation, and forms for the remediation process.
