Non-governmental community-based corrections programs functioning as local service providers are playing a key role in the development of electronic monitoring as a resource for the criminal justice system.
Abstract
The pressures of reduced budgets, increased caseloads, and overcrowding of facilities at all levels have created a sense of urgency to explore other options in developing and running a new resource such as electronic monitoring. Use of a private service provider offers a maximum amount of flexibility with minimum adverse exposure to the agency. Advantages of using a contract service provider include removing many equipment-related issues from the end-user, enhancing the agency's ability to focus on programmatic uses for the system, and giving access to a wide base of experience. Advantages that a community-based facility can offer as service providers include 24-hour-a-day staffing, familiarity with local corrections systems and their practices, and the ability to integrate electronic monitoring into their residential-based programming thus phasing their own clients into the community in an expeditious manner. 1 endnote
