In response to public concern regarding the recent dramatic increase in youth crime and violence, the Calgary Police Service established the Community Resource Committee (CRC) as a strategy to mobilize existing police and community resources to deal more effectively with youth crime and violence in Calgary schools and communities.
Abstract
Since its formation in 1990, the CRC has been successful in facilitating community involvement in identifying, analyzing, and resolving community problems in several Calgary communities. The development and effectiveness of the CRC are documented, with emphasis on the history and implementation of the CRC model, activities undertaken or endorsed by the CRC, the process used to facilitate collaboration between the police and the community, and the impact of CRC initiatives on community problems. Findings from surveys of student youth violence and community crime and violence are presented, along with a review of police files and interviews with serious habitual offenders. Recommendations and lessons learned from the CRC model are examined. 15 references, 1 table, and 7 figures
