This policy paper examines the range and nature of services that are needed both to reduce the likelihood of criminality by people with mental disorders and to support and treat people mentally ill offenders who are diverted from the criminal justice process in Great Britain.
Abstract
The analysis indicated that without these services, it will be difficult to effective diversion of these individuals from the criminal justice process. It recommended a permanent interagency working mechanism to ensure the coordination of policy and service planning, funding with specific provisions for the needs of mentally ill offenders, standards regarding eligibility for services and the provision of them by local governments and health agencies, and monitoring and oversight of the operation of the community care services. Other recommended measures include a review of regulations regarding benefits and services, consideration of the development of crisis intervention centers, and a national policy statement on the subject. Appended tables and list of legislation and related reports
