THE DEVELOPMENT OF COMMUNITY CORRECTIONS PLANNING POLICY, TRENDS IN COMMUNITY CORRECTIONS, AND EXAMPLES OF COMMUNITY CORRECTIONS PROGRAMS ARE DISCUSSED.
Abstract
THE POLICY DOCUMENT DEVELOPED BY THE CALIFORNIA DEPARTMENT OF THE YOUTH AUTHORITY WITH REGARD TO PROGRAM PLANNING IS CITED AS AN EXAMPLE OF THE KIND OF FRAMEWORK REQUIRED FOR SUCCESSFUL CORRECTIONAL PLANNING. STEPS TO BE TAKEN BY ADMINISTRATORS IN CREATING A COMPREHENSIVE PROGRAM PLANNING POLICY ARE NOTED. PROBLEMS IMPEDING THE DEVELOPMENT OF COMMUNITY CORRECTIONS ARE NOTED, INCLUDING LIMITATIONS IMPOSED BY FEDERAL FUNDING REQUIREMENTS. ALTHOUGH GOVERNMENT POLICY, LEGISLATION, AND FUNDING GUIDELINES APPEAR TO ENCOURAGE THE DEVELOPMENT OF COMMUNITY CORRECTIONAL PROGRAMS, FEDERAL EFFORTS TEND TO BE SHORT-TERM AND PRESCRIPTIVE. PAROLE AND PROBATION ARE CITED AS TRADITIONAL EXAMPLES OF COMMUNITY CORRECTIONS. MORE RECENT EXAMPLES OF COMMUNITY CORRECTIONS INCLUDE DIVERSION PROGRAMS, A RESTITUTION HOUSE, COLLEGE FURLOUGH PROGRAMS, WORK FURLOUGH, HALF-WAY HOUSES, AND EX-OFFENDER PROGRAMS. THE PRISON PREVENTORS PROGRAM, ESTABLISHED IN CALIFORNIA BY A FORMER PROFESSIONAL CRIMINAL, IS CITED AS AN EXAMPLE OF A PRIVATE CORRECTIONAL UNDERTAKING. CALIFORNIA'S PROBATION SUBSIDY PROGRAM IS ALSO DESCRIBED. (LM)
