FINAL REPORT OF RESEARCH THAT WAS CONDUCTED TO DETERMINE WHICH NEIGHBORHOODS IN PENNSYLVANIA WOULD BE MOST APPROPRIATE FOR APPLYING PROGRAMS THAT INVOLVE THE COMMUNITY ORGANIZING APPROACH TO CRIME REDUCTION.
Abstract
THE FIRST SECTION ANALYZES ISSUES SURROUNDING CRIME AND THE INDUSTRIAL ECONOMY. POLICE COMMUNITY RELATIONS IN THE RECENT PAST ARE OUTLINED IN THE SECOND SECTION. THE DISCUSSION CONTINUES WITH AN ANALYZATION OF BLOCK MOBILIZATION, WHICH SUPPORTS THE NEIGHBORHOOD AS THE MOST EFFECTIVE UNIT FOR BOTH INTERVENTION AND ANALYSIS. A PROGRAM CALLED THE CITIZENS LOCAL ALLIANCE FOR A SAFER PHILADELPHIA (CLASP), WHICH WILL BE DEALING WITH NEIGHBORHOODS IDENTIFIED BY THIS REPORT, IS DESCRIBED. EXPLAINED ARE THE GOALS, METHODS OF OPERATION, AND ASSUMPTIONS OF THE CLASP PROGRAM, WHICH IS INVOLVED IN PROVIDING A STATEWIDE TRAINING PROGRAM TO PREPARE PEOPLE TO ENGAGE IN BLOCK AND NEIGHBORHOOD ORGANIZATION ACTIVITIES.
