A SECOND ARTICLE ANALYZES FOUR CHICAGO COMMUNITIES -- LINCOLN PARK, WOODLAWN, WICKER PARK, AND BACK OF THE YARDS -- AND DISCUSSES RESEARCH POLICY IMPLICATIONS FOR COMMUNITY CRIME PREVENTION. A TRAGIC ENDING TO YEARS OF HARASSMENT IS DESCRIBED IN A WASHINGTON POST NEWSPAPER STORY THAT TELLS HOW AN ELDERLY MAN KILLED AND SERIOUSLY WOUNDED TWO BALTIMORE, MD., YOUTHS. TWO MAGAZINE ARTICLES TELL HOW MILLIONS OF DOLLARS SPENT ON PROGRAMS LIKE OPERATION ID AND BLOCKWATCHERS HAVE BROUGHT ONLY UNFULFILLED PROMISES, AND HOW THREE MIDDLE-CLASS NEW JERSEY COMMUNITIES ADOPTED AN AUTO DECAL IDENTIFICATION PROGRAM TO DECREASE BURGLARIES.
