The National Organization of Black Law Enforcement Executives (NOBLE) made Riviera Beach, Fla., a demonstration city for field testing crime prevention extrapolations developed in large and medium-size cities and empirically assessed the efficacy of these extrapolations for Community Anti-Crime and Crime Prevention projects in small cities.
Abstract
The objectives of the project were to (1) achieve greater cooperation between Community Anti-Crime Projects (CAP's) and the criminal justice system, (2) initiate a citizen-based model for preventing crime by using police and citizens, and (3) improve relations between law enforcement agencies and minority communities. As part of its activities, the project developed and implemented specific community activities as crime prevention efforts, and mechanisms were created for technical assistance to CAP's in small cities throughout the country upon request. Priority was given to developing a pool of consultants with expertise in dealing with police-community relations in small cities and cities with sizable minority populations, community organizing, CAP planning and development, and community-based nonprofit corporation management. Other activities were a host workshop for observers of the project, progress reports, and the development of validated principles for conducting CAP's in small cities. Overall, this manual is intended to provide guidance and instruction to small cities planning a CAP. A bibliography of five listings is provided.
