THIS REPORT PRESENTS THE PROPOSED COMMUNITY DETENTION PROGRAM OF THE DEPARTMENT OF JUVENILE SERVICES FOR BALTIMORE, MD.
Abstract
UNDER THE PROGRAM, YOUTHS WHO WOULD OTHERWISE BE DETAINED IN AN INSTITUTION WILL BE PLACED UNDER THE SUPERVISION OF A COMMUNITY DETENTION WORKER AND RETURNED TO THEIR OWN HOME OR SURROGATE HOMES UNTIL COURT DISPOSITION OF THEIR CASES. COMMUNITY DETENTION WORKERS WILL ORDINARILY SUPERVISE A MAXIMUM OF FIVE YOUTHS. THE WORKER'S JOB WILL BE TO KEEP THE JUVENILE TROUBLE FREE AND TO ENSURE THE JUVENILE'S AVAILABILITY TO THE COURT. ELIGIBILITY FOR THE PROGRAM IS LIMITED TO YOUTHS BETWEEN AGES 10 AND 18, WHO HAVE A HOME, WHO DO NOT NEED TO BE REMOVED FROM THE COMMUNITY, AND FOR WHOM JURISDICTION HAS NOT BEEN WAIVED. TOP PRIORITY IS GIVEN TO FIRST OFFENDERS. PARENTS MUST NOT BE RESISTANT TO CLOSE SUPERVISION, UNCOOPERATIVENESS, OR BELLIGERENCE. PARENTS MUST SIGN CONSENT FORMS FOR THEIR CHILDREN TO BE INCLUDED IN THE PROGRAM. REQUIRED RECORDS INCLUDE ASSIGNMENT RECORDS, A MONTHLY REPORT, AND A COMMUNITY DETENTION WORKER'S REPORT. TRAVEL AND RECREATIONAL ACTIVITY EXPENSE MONEY WILL BE PROVIDED TO WORKERS. WORKERS WILL BE RECRUITED THROUGH THE STATE MERIT SYSTEM AND GIVEN 2 WEEKS OF TRAINING. WORKERS MUST BE FLEXIBLE ABOUT METHODS USED AND MUST BE ON CALL 24 HOURS A DAY. WORKERS WILL WORK IN TWO PERSON TEAMS. THE PROGRAM WILL BE EVALUATED THROUGHOUT THE YEAR. TARGET DATE FOR IMPLEMENTATION IS JANUARY 30, 1974. THE PROGRAM PLANNERS SEEK TO DEMONSTRATE THE PROGRAM'S OPERATIONAL AND COST EFFECTIVENESS.
