AN OVERVIEW OF THE CRIMINAL JUSTICE SYSTEM IN SINGAPORE IS PRESENTED, ADULT AND JUVENILE CORRECTIONAL PROGRAMS ARE DESCRIBED, AND COMMUNITY INVOLVEMENT IN OFFENDER TREATMENT IS DISCUSSED.
Abstract
THE JUSTICE SYSTEM OVERVIEW COVERS ASPECTS OF THE PENAL CODE, TYPES OF OFFENSES (SEIZABLE AND NONSEIZABLE, BAILABLE AND NONBAILABLE), DETENTION BY POLICE, PROSECUTION, COURTS, AND POLICE AGENCIES. CORRECTIONAL PRACTICES WITH REGARD TO ADULT AND JUVENILE OFFENDERS ARE OUTLINED. COMMUNITY INVOLVEMENT IN SOCIAL WELFARE PROGRAMS IN SINGAPORE AND SPECIFICALLY IN THE TREATMENT OF OFFENDERS IS DISCUSSED, WITH EMPHASIS ON THE COMMUNITY PROBATION SERVICE. THROUGH THE SERVICE, COMMUNITY VOLUNTEERS SUPPLEMENT THE WORK OF PROFESSIONALS PROBATION AND AFTERCARE OFFICERS, PROVIDING COUNSELING AND ASSISTANCE TO PERSONS ON PROBATION. CONSIDERATIONS IN INSTITUTIONAL AND NONINSTITUTIONAL TREATMENT ARE NOTED, WITH REFERENCE TO THE POSSIBLE ROLE OF PERIODIC DETENTION CENTERS, WHICH WOULD ACCOMMODATE OFFENDERS DURING WEEKENDS, AND ATTENDANCE CENTERS, WHICH WOULD USE THE DETENTION FACILITIES TO CONFINE OTHER OFFENDERS DURING WEEKDAYS. MEASURES FOR REDUCING THE ISOLATING EFFECTS OF CONFINEMENT ARE NOTED. PROBATION, PAROLE, AND AFTERCARE POLICIES AND SERVICES ARE OUTLINED. SINGAPORE'S VOCATIONAL REHABILITATION PROGRAM FOR PRISONERS IS DESCRIBED BRIEFLY. (LM)
