KEY PROGRAMS IN THE SUCCESSFUL COMMUNITY MOBILIZATON CRIME PREVENTION EFFORT OF THE LOS ANGELES, CALIF., POLICE DEPARTMENT ARE SUMMARIZED.
Abstract
THE CONCEPT OF TERRITORIAL IMPERATIVE, APPLIED TO THE COMMUNITY MOBILIZATION EFFORT AND ALSO TO MANY OF ITS OTHER INTERNAL AND EXTERNAL PROGRAMS, IS BASED ON THE PREMISE THAT ALL ANIMATE BEINGS HAVE A GENETICALLY DETERMINED FORM OF BEHAVIOR THAT COMPELS THEM TO IDENTIFY WITH AND DEFEND A SPECIFIC GEOGRAPHIC AREA. SOME OF THE MANY IMPORTANT PROGRAMS IN THE COMMUNITY MOBILIZATION CRIME PREVENTION EFFORT ARE THE BASIC CAR PLAN, LINE DECENTRALIZATION, TEAM POLICING, AND NEIGHBORHOOD WATCH. OTHER COMMUNITY PROGRAMS THAT HAVE BEEN INITIATED AND/OR EXPANDED INCLUDE THE LOS ANGELES COUNTY CRIMINAL JUSTICE COMMITTEE, POLICE-COMMUNITY COUNCILS, POLICE-CLERGY COUNCILS, NARCOTICS CONTAGION, THE POLICE RESERVES CORPS, DEPUTY AUXILIARY POLICE, LAW ENFORCEMENT EXPLORER SCOUTS, AND THE POLICE ROLE IN GOVERNMENT. IN ADDITION TO TERRITORIAL IMPERATIVE, MANAGEMENT PRINCIPLES OF THE POLICE DEPARTMENT ENCOMPASS REVERENCE FOR THE LAW, CRIME PREVENTION AS A TOP PRIORITY, PUBLIC APPROBATION OF POLICE, VOLUNTARY LAW OBSERVANCE, PUBLIC COOPERATION, IMPARTIAL FRIENDLY ENFORCEMENT, MINIMUM USE OF FORCE, POLICE POWER, RECOGNITION THAT PUBLIC COMMUNITY RESIDENTS ARE THE POLICE, POLICE EFFECTIVENESS, PEOPLE WORKING WITH POLICE, PEOPLE WORKING WITH PEOPLE, MANAGERS WORKING WITH POLICE, POLICE WORKING WITH POLICE, POLICE WORKING WITH THE CRIMINAL JUSTICE SYSTEM, MANAGEMENT BY OBJECTIVES, MANAGEMENT BY PARTICIPATION, OPENNESS AND HONESTY, AND POLICE-PRESS RELATIONSHIPS.
