Community policing is presented as a new philosophy, style, and method of police service, delivery, and management of the police organization.
Abstract
It provides a broader focus on problem identification, analysis, and utilization of systematic problem solving techniques together with strong community partnerships as a means to more effective long term solutions to persistent crime problems. The process involves an examination of the current management and operational practices, decision making processes, internal and external relationships, and availability of other community resources to deal with problems. Most important the approach allows intelligent and efficient use of limited resources to deal with the overload of work and provide time for more productive and preventive activities. Exercise suggestions of current handling of police responses, current practices of community partnerships, and departmental values and delivery of police services are provided to assess the need for the community policing. Nine principles are listed as guidelines for a successful transition to community oriented policing.
