This interim progress report reviews the background and development of the Pilot Community Patrol Officer Program in the 72nd precinct in Kings County, N.Y., focusing on project implementation, how the officers have adapted to their new duties, and citizen reactions to the program.
Abstract
The community patrol officer (CPO) embodies the law enforcement activities of the traditional foot officer; the outreach and community organizational activities of the community relations officers; and the problem analysis, strategy development, and tactical specification activities of the police planner. One CPO works each of the nine patrol beats, with all beat officers supervised by a sergeant. Prescribed activities of the CPO include patrolling the beat on foot, conferring with residents to identify crime and community problems, assisting citizen groups to design and implement crime prevention programs, analyzing beat crime problems, and coordinating their activities and intelligence with appropriate police agencies. After 5 months of operation since the program's inception on June 18, 1984, the CPO's are performing their required tasks. The CPO's are enthusiastic about their new roles, and the citizens interviewed are aware of the CPO, have observed desirable neighborhood changes due to the CPO, and strongly support the CPO concept.
