The principles, activities, and programs involved in community policing in Holyoke, Mass. are described.
Abstract
The agency's community policing philosophy emphasizes outcomes and long-term problem solving rather than numbers of calls, arrests, or tickets. Its goals include involving people directly in efforts to solve community problems, increasing the use of foot and bicycle patrols to make police more visible in neighborhoods, and increasing citizens' perceptions of personal safety. Activities focus on gang prevention, an interagency approach to addressing domestic violence, the formation of the Holyoke Community Police Leadership Council, crime prevention activities, and the use of bicycle patrol. Programs include Drug Abuse Resistance Education (DARE); an after-school volunteer program for youths ages 10-18; TRIAD, a national community policing initiative involving senior citizens, law enforcement, and human service providers; the grant-funded Greater Holyoke Youth Services Corps; a gun buyback program; and Project Reclaim, which focuses on securing vacant buildings.
