Two resolutions passed by the Portland, Oregon City Council called for the implementation of community policing over a 5-year period as the operational philosophy of the entire Bureau of Police. This transitional plan outlines the initial steps of the process, setting in motion a community-driven process to create a new, dynamic organization.
Abstract
The broad goals of community policing in Portland will be in partnership with the community, City Council, other bureaus, service agencies, and the criminal justice system; community, citizen, and employee empowerment; problem solving; accountability; service orientation; and project management and direction. The first year in the transition period will implement key steps to rebuild the police organization, increase efficiency, and continue the strategic planning process. Community Policing demonstration projects will be initiated in each precinct, and a Police Activities League will focus efforts on at-risk youth diversion and positive role modeling. In-service training will be expanded to include interpersonal communication, problem solving, information and referral, and customer service skills. During this period, a comprehensive strategic plan will be developed to guide subsequent year activities. Years 2 to 5 will build on this foundation, refining the processes and structure of community policing while maintaining traditional police services. 2 appendixes
