Examining ten cities from 1948 to 1978 and focusing on mayoral incumbencies as the unit of analysis, the paper describes the associations among urban power configurations, urban issues agendas, and police policies. Several important linkages are found between power configurations, agendas, and variations in police resources, activities, and focus.
Abstract
Urban crime rates increased significantly during the period 1948-1978. Local policies varied from one city to another and over time as well. (Author abstract)
