THE AGENCY ALSO HELPS COMMUNITIES TO DEVELOP AND IMPLEMENT PROGRAMS AND PROJECTS WHICH WILL AVOID RACIAL UPHEAVALS. THE COMMUNITY RELATIONS SERVICE MAY OFFER HELP EITHER UPON ITS OWN MOTION OR UPON THE REQUEST OF AN APPROPRIATE STATE OR LOCAL OFFICIAL OR OTHER INTERESTED PERSON, OR UPON JUDICIAL REFERRAL IN CASES OF DISCRIMINATION.
