This document contains general standards for adult community residential placements made by the Alaska Department of Corrections (DOC).
Abstract
Community residential services in Alaska are provided through relatively open facilities located in neighborhoods and rely heavily on community resources to provide most of the services required by offenders. Community residential centers must provide offender detention and/or supervision on behalf of the DOC; flexibility in programs which are oriented to the specific needs of each individual in residence; and assistance with all aspects of community transition including employment, housing, and counseling services. Populations housed in community residential centers include furloughees, parolees/probationers, misdemeanants, and offenders who must provide restitution for their crimes. Standards for adult community residential centers cover administration, organization, and management as well as fiscal management, personnel, records and reports, facility management, food service, medical care and health services, and intake. Standards also concern program placement, resident accounts, search and surveillance, citizen involvement, disciplinary procedures, grievance procedures, the use of force, and monitoring and evaluation.
