FOCUSING ON HALFWAY HOUSES AND PRE-RELEASE CENTERS, THIS DOCUMENT DISCUSSES SEVERAL CONSIDERATIONS WHICH MUST BE WEIGHED WHEN ESTABLISHING COMMUNITY RESIDENTIAL TREATMENT CENTERS (CRTC).
Abstract
THE PRIMARY CONSIDERATIONS EXAMINED INCLUDE PHYSICAL CHARACTERISTICS OF THE FACILITIES, SITE OF THE FACILITIES, ACQUISITION COSTS, RENOVATIONS AND REPAIRS, OPERATING COSTS, AND EQUIPMENT COSTS. OTHER PRACTICAL CONSIDERATIONS SUCH AS UTILITIES, INSPECTIONS, ZONING, AND BULDING CODES ARE ALSO DISCUSSED. FOR EACH OF THESE CONSIDERATIONS, HALFWAY HOUSES AND PRE-RELEASE CENTERS ARE DISCUSSED SEPARATELY. FLOOR PLANS AS WELL AS SAMPLE BUDGETS ARE PROVIDED WHICH DISCUSS OPERATING, EQUIPMENT, CONSTRUCTION AND RENOVATION COSTS. THE PLANNING PROCESS IS EMPHASIZED AS BEING ESSENTIAL TO THE EFFECTIVE START-UP OF A CRTC. THE NEED FOR EXPERT OPINION IN THE FORM OF CONSULTANTS IS RECOMMENDED. THE RELATIONSHIP OF THE COMMUNITY TO THE FACILITY IS DISCUSSED WITH SEVERAL EXAMPLES BEING GIVEN OF HOW COMMUNITY ORGANIZATIONS, AND INDIVIDUALS CAN HELP IMPROVE THE FACILITY.
