These procedures for planning and operating a successful community service program for persons convicted of drunk driving focuses on program 'attitude,' 'administration,' 'agencies,' 'accountability,' and 'advertising.'
Abstract
The 'attitude' or rationale for the program may be punishment and deterrence, restitution, or rehabilitation. The manual examines how each of these program rationales influences the program's administration, agency contact, accountability, and advertising. The discussion of the program's operating procedures ('administration') suggests how to establish both structure and function. Various legal authorities, program types, and program staffing are examined, followed by a discussion of program costs and potential funding sources. Offender processing and program insurance are also considered. Guidelines for engaging user agencies focus on the types of community service activities to which offenders may be assigned and the kinds of agencies that may provide these activities. Methods for attracting agency support are described. Consideration of ways in which programs are accountable to the community focuses on offender monitoring and program evaluation methods. Suggestions for advertising programs encompass both formal and informal ways of promoting community service programs. A checklist presents the steps for organizing and operating an effective program.
