HIRING AND PROBATION PROCEDURES FOR CIVILIAN SECURITY PERSONNEL AT WRIGHT-PATTERSON AIR FORCE BASE (DAYTON, OHIO) ARE SIGNIFICANTLY LESS STRINGENT THAN THOSE OF NEARBY MUNICIPAL POLICE DEPARTMENTS.
Abstract
THIS SURVEY COVERED THE CITIES AND TOWNSHIPS OF DAYTON, FAIRBORN, KETTERING, SPRINGFIELD, WAYNE, AND XENIA, OHIO, PLUS THE MONTGOMERY COUNTY, OHIO, SHERIFF'S OFFICE AND THE OHIO STATE HIGHWAY PATROL. THE MUNICIPAL FORCES RANGED IN SIZE FROM 39 TO 476 SWORN OFFICERS WHILE WRIGHT-PATTERSON AFB HAS 112 SWORN SECURITY PERSONNEL. MOST OF THE POLICE DEPARTMENTS HAVE A MAXIMUM ENTRY AGE OF BETWEEN 30 AND 35 YEARS; THE AIR FORCE MUST USE THE CIVIL SERVICE MAXIMUM AGE OF 70, BUT THIS HAS NOT BEEN A PROBLEM IN PRACTICE. FIVE OF THE EIGHT CIVILIAN DEPARTMENTS DID NOT USE HEIGHT REQUIREMENTS; 63 INCHES WAS THE ONLY MINIMUM AND 76 AND 78 INCHES WERE THE ONLY MAXIMUM, HOWEVER, SIX OF THE EIGHT REQUIRED WEIGHT TO BE IN PROPORTION TO HEIGHT. WRIGHT-PATTERSON USES NEITHER HEIGHT NOR WEIGHT REQUIREMENTS. MOST OF THE POLICE DEPARTMENTS USED PHYSICAL AGILITY TESTING, BACKGROUND INVESTIGATIONS, SOME FORM OF PSYCHOLOGICAL EVALUATION, MINIMUM EDUCATIONAL REQUIREMENTS PLUS WRITTEN INTELLIGENCE OR APTITUDE TESTS, AND A BOARD OF EXAMINERS FOR INTERVIEWING APPLICANTS. THE CIVIL SERVICE PROCEDURES AT THE AIR FORCE BASE DO NOT UTILIZE ANY OF THESE. CHARTS COMPARE BOTH HIRING PRACTICES AND PROBATION PROCEDURES. MOST OF THE POLICE FORCES USE A 1-YEAR PROBATION PERIOD WHILE THE OHIO STATE POLICE USES 18 MONTHS. WRIGHT-PATTERSON FOLLOWS LOCAL PRACTICE BOTH IN THE 12-MONTH PERIOD AND IN THE USE OF EVALUATIONS DURING PROBATION. APPENDIXES CONTAIN BOTH A COMPREHENSIVE COMPARISON MATRIX AND A BIBLIOGRAPHY. (GLR)
