THE STUDY PROVIDES A FRAMEWORK FOR FUTURE CHANGES AND DIRECTIONS IN THE PENNSYLVANIA CORRECTIONAL SYSTEM TO IMPROVE THE QUALITY AND EFFECTIVENESS OF CORRECTIONS IN THE STATE.
Abstract
A COMPREHENSIVE SET OF STANDARDS AND GOALS IS SET FORTH FOR STRUCTURING AND REORGANIZING THE PENNSYLVANIA ADULT CORRECTIONAL SYSTEM AT THE STATE LEVEL. THESE STANDARDS AND GOALS WILL HELP TO ASSESS EXISTING AND FUTURE PERFORMANCE, AND TO PLAN AND IMPLEMENT FUTURE CHOICES. THE STUDY HOPES TO ACCOMPLISH THE FOLLOWING: TO IDENTIFY EXISTING STANDARDS AND GOALS OF TWO OF THE MAJOR CORRECTIONAL AGENCIES AND THE MEANS, PROGRAMS, AND POLICIES USED TO IMPLEMENT THOSE STANDARDS; TO IDENTIFY THE LEVEL OF IMPLEMENTATION OF THE STANDARDS AND GOALS OF THE TWO CORRECTIONAL AGENCIES; TO IDENTIFY THE DIFFERENCE BETWEEN CORRECTIONAL STANDARDS SET BY THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE AND THOSE IN THE PENNSYLVANIA CORRECTIONAL SYSTEM; AND TO DEVELOP A SET OF STANDARDS AND GOALS FOR THE PENNSYLVANIA CORRECTIONAL SYSTEM. A SECONDARY PURPOSE OF THE STUDY IS TO IDENTIFY THOSE GOALS AND STANDARDS WHICH REQUIRE LEGISLATIVE ACTION.
