STATISTICAL ANALYSES WHICH CAN BE UTILIZED TO DETERMINE WHETHER INSUFFICIENT STAFFING LEVELS HAVE BEEN HAMPERING POLICE EFFICIENCY.
Abstract
IN THE CITY OF SAN JOSE, CALIFORNIA IS STUDIED AS AN EXAMPLE. FOUR BASIC RATIOS HAVE BEEN COMBINED TO INDICATE THAT POLICE RESOURCES FOR THAT CITY HAVE BEEN SPREAD INCREASINGLY THIN OVER A CONSIDERABLE TIME SPAN WITH A RESULTANT DECREASE IN EFFICIENCY. THE RATIOS USED IN THE DISCUSSION ARE - (1) THE RATIO OF PERSONNEL PER 1,000 POPULATION, (2) THE CLEARANCE RATIO FOR MAJOR CRIMES, (3) THE RATIO OF UNIFORM CRIME REPORT CASELOAD TO NUMBERS OF FULL TIME PERSONNEL, AND (4) THE RATIO OF UNIFORM CRIME REPORT CASES TO POLICE PERSONNEL EXPENDITURES.
