This analysis assessed the behavior and record of in-prison misconduct of inmates assigned to work within California's Prison Industry Authority (PIA).
Abstract
A comparison was made between inmates assigned to PIA and those in other California Department of Corrections work and education assignments, as well as those inmates unassigned to any such programs. This comparison involved an analysis of data from the Corrections Department's database on serious incidents and rule-violation reports. The incident rate was determined for inmates assigned to PIA and those assigned to academic education, vocational education, and support services. Data analysis focused on overall serious incidents, incidents by prison location, incidents by type of violation, severity of incident, and net time credit days lost. Findings show that regarding overall serious incidents, those inmates with PIA assignments had a lower rate of reported serious incidents (4.93 compared to 6.75 for academic education, 8.7 for vocational education, and 6.5 for support services). Within each prison location, PIA inmates generally had a lower incident rate. Of those violations related to assault and weapons, the inmates within PIA had the lowest rate of serious incidents compared to other assigned and unassigned inmates. For both severity of incident and net time credit days lost, PIA inmates had the lowest rates. 15 tables
