Correctional administrators generally cite three reasons for their inability to comply with The Education for All Handicapped Children Act of 1975 (PL 94-142).
Abstract
The uniqueness of the correctional setting, lack of interagency cooperation, and lack of trained correctional special educators are typical reasons for noncompliance. A cadre of trained special education personnel is needed to implement the law within these specialized settings and to advocate and develop as necessary interagency agreements for appropriate services. The correctional/special education challenge requires a concerted and continuous response from special education departments at the university level to incorporate correctional/special education training components within their ongoing teacher preparation programs. 24 references.
