A GENERAL REVIEW OF THE COMPLIANCE AND ENFORCEMENT ASPECTS WHICH ARE CRITICAL IN THE SUCCESSFUL MANAGEMENT OF ANY PROTRACTED GASOLINE SHORTAGE.
Abstract
IT IS THE INTENT OF THE AUTHORS THAT THE REPORT SERVE AS A GUIDE AND REFERENCE TO BE USED IN THE DEVELOPMENT OF FUTURE CONTINGENCY RATIONING PLANS. THE REPORT CONTAINS A REVIEW OF THE WORLD WAR II GASOLINE RATIONING EXPERIENCE, THE U. S. DEPARTMENT OF AGRICULTURE FOOD STAMP PROGRAM, AND THE 1973-74 GASOLINE CRISIS. BASED ON THIS BODY OF EXPERIENCE, THE REPORT THEN EXAMINES THE MAJOR ISSUES OF COMPLIANCE AND ENFORCEMENT PERTINENT TO SEVERAL DIFFERENT GASOLINE RATIONING PLANS. (AUTHOR ABSTRACT)
