This report provides an overview of New York State's Comprehensive Alcohol and Substance Abuse Treatment (CASAT) Program after approximately 2 years of operation (as of October 1992).
Abstract
After reviewing the governing legislation, the report presents statistics on cases currently in Phase I of the program according to each CASAT annex, cases that have graduated to Phase II (Community Reintegration), and the number of cases that have been paroled to aftercare. The CASAT Program consists of three phases designed to provide a continuum of treatment services. Phase I involves participation in an Alcohol and Substance Abuse Correctional Treatment Center. Each annex is a medium-security facility. Annex facilities operate as therapeutic communities. Treatment focuses on chemical dependency and includes drug education, counseling programs, and the development of skills and coping mechanisms to facilitate recovery. In Phase II (Community Reintegration), the participant moves to a work-release facility or to an appropriate program in the community. This is a transitional phase that prepares participants for release. Participants continue in a structured treatment program while assuming the responsibilities of employment and community living. The Aftercare Phase is administered by the Division of Parole and lasts for approximately 1 year upon release from the Department of Corrections. This final phase focuses on relapse prevention. An introductory overview of the program provides information and statistics on program goals and components, program implementation, the average number of participants, staffing levels, staff-to-inmate ratio, and program costs. Information and statistics on program participants in Phase I addresses demographics crime of conviction predicate felon status, and substance use identified at reception. Phase II statistics focus on substance use patterns, and Phase III data cover the follow- up procedure, baseline comparison population, and a comparison of return rates.
