AN OVERVIEW IS PRESENTED OF THE STRUCTURE OF OPERATIONS OF AN LEAA PROGRAM DIRECTED TOWARD THE IDENTIFICATION OF SERIOUS, CAREER OFFENDERS AND THEIR REMOVAL FROM SOCIETY.
Abstract
THE COMPREHENSIVE CAREER CRIMINAL PROGRAM (CCCP) CONSISTS OF TWO ELEMENTS: THE INTEGRATED CRIMINAL APPREHENSION PROGRAM (ICAP) FOR POLICE AGENCIES AND THE CAREER CRIMINAL PROGRAM (CCP) FOR PROSECUTORS. ICAP FOCUS ON INCREASING THE EFFICIENCY AND EFFECTIVENESS OF POLICE SERVICES, WHILE CCP SEEKS TO INCREASE THE NUMBER OF CONVICTIONS OF SERIOUS OFFENDERS. THE OVERALL PROGRAM STRESSES THE USE OF STRUCTURED MANAGEMENT AND TECHNICAL PROCESSES IN THE ORGANIZATION AND DELIVERY OF ALL POLICE SERVICES AND IN THE JOINT POLICE-PROSECUTOR CONDUCT OF IDENTIFICATION, CASE PREPARATION, PROSECUTION, AND SENTENCING IN CASES INVOLVING CAREER CRIMINALS. SEPARATE SECTIONS ON CCCP, ICAP, AND CCP COVER DEFINITION AND SCOPE, BACKGROUND AND PROBLEMS ADDRESSED, PROGRAM ELEMENTS AND PROCESSES, AND COST OF IMPLEMENTATION. THE ICAP SECTION DISCUSSES CRIME ANALYSIS, STRUCTURED DECISION PROCESSES, PATROL MANAGEMENT CONCEPTS, MANAGEMENT OF CRIMINAL INVESTIGATION, AND EMPHASIS ON APPREHENSION AND PROSECUTION OF HABITUAL, SERIOUS OFFENDERS. THE CCP SECTION COVERS SELECTION CRITERIA, SCREENING, VERTICAL PROSECUTION, LIMITATIONS ON PLEA BARGAINING, AND SENTENCING. (LKM)
