This report presents findings from an audit of the Illinois Criminal History Record Information (CHRI) system, comprised of data submitted by police departments, state's attorneys, circuit court clerks, and correctional facilities to the Illinois State Police (ISP) and entered into the database.
Abstract
The audit found that many local agencies fail to submit data in a timely manner, as mandated by State law. While the ISP does process most arrest, charge, disposition, and custodial information fairly quickly, there is room for improvement. Many of the submissions obtained by auditors were missing from the database, other were incomplete, and some local police departments misused the arrest card form. Several rap sheets searched through a name- based inquiry could not be located in the database, and others were difficult to read. In other cases, information was incorrectly entered on the rap sheet forms. This report recommends ways to improve the CHRI system. 19 figures, 33 tables, and 13 appendixes
