This informative document introduces the Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP), which was originally developed as part of the 2016 Comprehensive Addiction and Recovery Act, but was expanded in scope in 2020, to respond to increasing trends in the misuse of drugs other than opioids. The increased scope helps jurisdictions across the U.S. in battling the persistence or reemergence of stimulants and other substances while keeping the cornerstone of the initiative the same: emphasizing the force-multiplying power of partnership and collaboration across the public health, behavioral health, and public safety sectors. This document lists the goals of COSSUP as being: to promote public safety and support access to treatment and recovery services in the criminal justice system; to strengthen the collection and sharing of data across systems to understand and address the impact of illicit substance use and misuse; to align and maximize resources across systems and leverage diverse program funding; and to prevent illicit substance use and misuse. The document also describes activities supported by COSSUP, and lists grant awards and successes from fiscal year (FY) 2017 through FY 2022. It also provides information about the COSSUP Resource Center, as well as how to request COSSUP training and technical assistance (TTA).
