This report presents the Utah plan for handling the investigation, adjudication, and treatment of juvenile sex offenders, as recommended by the Governor's Council on Juvenile Sex Offenders.
Abstract
Following an overview of the danger of juvenile sex offending and Utah's sexual abuse and juvenile justice issues, the report outlines this comprehensive plan, based on the goal of providing community protection from juvenile sex offenders. The plan includes a service delivery system providing a continuum of community protection and develops cost-effective, coordinated services for the supervision and clinical intervention of juvenile sex offenders. The plan incorporates classification of juvenile sex offender types, designation of juvenile justice agency responsibility, implementation of offender-specific supervision and clinical intervention, development of uniform risk assessment processes, coordinated placements, and creation of juvenile sex offender units responsible for implementing this preliminary plan, developing ongoing planning, coordinating services, and facilitating training and professional development. 1 appendix and 11 references
