A COMPUTER PROGRAM DESIGNED TO AID IN THE ANALYSIS OF ORGANIZED CRIMINAL ACTIVITY INVOLVING LARGE NUMBERS OF PARTICIPANTS AND COMPLEX RELATIONSHIPS IS DESCRIBED.
Abstract
THE ORGANIZED CRIME ANALYSIS PROGRAM (OCAP) IS BASED ON THE VIEW THAT COMPUTER ROUTINES SHOULD SUPPORT THE LOGICAL REASONING AND INFERENCE DEVELOPMENT OF THE ANALYST. OCAP ROUTINES WERE DESIGNED TO HELP THE ANALYST ASSEMBLE THE BEST POSSIBLE PICTURE OF ORGANIZED CRIMINAL OPERATIONS FROM AVAILABLE INFORMATION. FOR EXAMPLE, DEPENDING ON THE EXTENT AND NATURE OF AVAILABLE INFORMATION, CRIMINAL COMMAND STRUCTURES CAN BE DEFINED, ILLEGAL TRAFFICKING NETWORKS (NARCOTICS, GUNS, CARS, ETC.) CAN BE DESCRIBED, MONEY PATHS THROUGH FRAUDULENT FINANCIAL TRANSACTIONS CAN BE DELINEATED, AND THE PATTERN OF CRIMINAL INFILTRATION INTO LEGITIMATE BUSINESS CAN BE REVEALED. THE INTELLIGENCE ANALYSIS MODEL ON WHICH THE PROGRAM IS BASED IS DESCRIBED, AND PROGRAM DEVELOPMENT ACTIVITIES ARE OUTLINED. A GENERAL PROGRAM DESCRIPTION -- CONCEPTS, FEATURES, OPERATIONS -- IS FOLLOWED BY DETAILED DESCRIPTIONS OF ANALYSIS PRODUCTS. ALSO INCLUDED ARE DETAILS OF PROCEDURES FOR PREPARING, REVIEWING, MODIFYING, AND ANALYZING DATA. (LKM)
