A COMPUTERIZED LOCATION AND STATUS DISPLAY SYSTEM (CLSDS) DEVELOPED FOR THE JAPANESE NATIONAL POLICE AND IMPLEMENTED IN TOKYO IS DISCUSED.
Abstract
RECENT INCREASED DIVERSIFICATION AND URBANIZATION IN JAPAN HAS BROUGHT ABOUT A GREATER CONCENTRATION OF CRIME IN ITS CITIES AND AN EXPANSION OF CRIME TO WIDER JURISDICTIONS. THESE TRENDS ARE MAKING IT PARTICULARLY NECESSARY FOR THE POLICE IN THE LARGE URBAN AREAS TO IMPROVE THE SPEED AND EFFICIENCY OF THEIR OVERALL OPERATIONS AND ACTIVITIES. THE CLSDS WAS DEVISED AND DEVELOPED TO REDUCE THE RESPONSE TIME REQUIRED FOR A PATROL CAR TO ANSWER EMERGENCY CALLS, AS WELL AS TO ENABLE THE PATROL CARS AND POLICE UNITS TO BE OPERATED AND POSITIONED MUCH MORE EFFECTIVELY THROUGH THE POLICE COMMUNICATIONS CENTER. THE LOCATION AND ACTIVITIES OF THE PATROL CARS AND THE POLICE UNITS BELONGING TO THE TOKYO POLICE ARE KNOWN AT ALL TIMES AS A RESULT OF THE IMPLEMENTATION OF THE CLSDS. THE LOCATION TECHNIQUE ADOPTED IN THIS SYSTEM IS AN INVERSE PROXIMITY OR PASSIVE SIGNPOST METHOD USING WEAK TRANSMITTING POWER. THIS SYSTEM, DEVELOPED BY A TASK FORCE OF TECHNICAL STAFF FROM THE COMMUNICATIONS BUREAU, WAS INSTALLED FOR THE FIRST TIME IN TOKYO IN 1971. EVER SINCE, ITS CAPABILITITIES HAVE ANNUALLY EXPANDED SO THAT THE EXISTING SYSTEM EFFECTIVELY COVERS AN AREA OF ABOUT 120 SQUARE KILOMETERS IN TOKYO.
