A POSITIVE APPROACH TOWARDS REDUCING CRIME IS PROPOSED IN THE FORM OF AN OFFENSIVE PATROL FORCE.
Abstract
THE STRATEGY PRESENTLY BEING USED ONLY ALLOWS THE POLICE TO FIGHT A DELAYING ACTION. THE IMPLEMENTATION OF THE PROPOSED OFFENSIVE FORCE PRESUPPOSES THAT THE INVESTIGATIONS AND ASSOCIATED ACTIVITIES WILL BE SHARPLY REDUCED. THE PATROL FORCE THEN CAN BE IMPLEMENTED WITHIN THE PRESENT MANPOWER LIMITATION OF THE SYRACUSE POLICE DEPARTMENT AND FOR AN ADDITIONAL COST OF ABOUT $112,000 PER YEAR. THE DETAILS OF THE STRATEGY MUST STILL BE WORKED OUT. THE PATROL BEATS MUST BE FLEXIBLE. THEY SHOULD BE BASED ON CRIMINAL EVENTS THAT OCCURED LAST WEEK AND LAST YEAR AT EQUIVALENT TIMES, AND WHAT IS EXPECTED TO HAPPEN TONIGHT. PLANS MUST BE MADE FOR MOVING A LARGE NUMBER OF UNITS INTO AN AREA WHERE AN EMERGENCY SITUATION EXISTS. MATHEMATICAL TECHNIQUES AND TOOLS FOR ACCOMPLISHING THIS DESIGN ALREADY EXIST. THE AVAILABLE DATA HAS TO BE USED IN SUCH A WAY THAT IT PROVIDES MEASUREMENTS OF THE EFFECTIVENESS OF INDIVIDUAL OFFICERS, TACTICS AND ACTIVITIES, AS WELL AS INDIVIDUAL BUREAUS AND OF THE DEPARTMENT ITSELF.
