THIS SPECIAL ISSUE IS DEVOTED TO PRESENTING THE CONCERN FOR CHILDREN IN PLACEMENT (CIP) PROJECT, WHICH IS A CASE MONITORING SYSTEM FOR JUVENILES IN FOSTER CARE DEVELOPED BY THE NATIONAL COUNCIL OF JUVENILE COURT JUDGES,
Abstract
IN THE KENT COUNTY JUVENILE COURT IN GRAND RAPIDS, MICHIGAN. THE NATIONAL COUNCIL OF JUVENILE COURT JUDGES IN 1974 DECIDED TO PILOT TEST AN EXPANDED VERSION OF IT IN A NUMBER OF COURTS AROUND THE COUNTRY TO DETERMINE WHETHER THE APPROACH WOULD BE EFFECTIVE. IN THE CIP PROGRAM, EACH COURT APPOINTS A LOCAL PROJECT DIRECTOR TO RECRUIT CITIZEN VOLUNTEERS. THE VOLUNTEERS THEN EXAMINE THE CASE FILES OF EACH CHILD UNDER COURT JURISDICTION AND PREPARE CASE REVIEW FORMS CONTAINING SUCH INFORMATION AS REASON FOR PLACEMENT, LEGAL STATUS OF THE CHILD, LAST CASE REVIEW DATE OF THE CHILD, AND STATUS OF PARENTS' RIGHTS WITH RESPECT TO THE CHILD. AS A RESULT OF THE PROGRAM, IT WAS FOUND THAT 23.7 PERCENT OF THE CHILDREN HAD BEEN IN FOSTER CARE FOR FIVE TO TEN YEARS, THAT OVER 60 PERCENT HAD BEEN IN PLACEMENT FOR OVER TWO YEARS, AND THAT ABOUT 49 PERCENT HAD NO CONTACT WITH THEIR NATURAL PARENTS. ALSO INCLUDED IN THIS ISSUE ARE A LIST OF PARTICIPATING PILOT COURTS, STATISTICS ON THE CHILDREN SERVED BY THE PROGRAM, NARRATIVE REPORTS BY THREE CIP JUDGES, AND EXCERPTS FROM THE CIP TRAINING MANUAL....DMC
