IN JULY 1975, IT WAS DECIDED TO GRANT AMNESTY TO ALL OFFENDERS IN THE NETHERLANDS WITH UNSERVED SHORT-TERM SENTENCES.
Abstract
THE REASON FOR THIS DECISION WAS THE LACK OF SPACE IN EXISTING CORRECTIONAL INSTITUTIONS. THE CRITICAL NATURE OF THE STIUATION IN REGARD TO PRISON SPACE WAS EMPHASIZED BY THE FACT THAT THE NUMBER OF UNEXECUTED SENTENCES IN THE NETHERLANDS INCREASED BY FROM 250 TO 300 PER MONTH DURING THE PERIOD FROM FEBRUARY TO JUNE 1975. EFFORTS WERE BEING MADE TO EXPAND THE CAPACITY OF THE PRISONS, BUT THEY WERE INSUFFICIENT TO COPE WITH THE INCREASED NEED FOR SPACE. --IN DUTCH
