PRESENTS CONCLUSIONS OF WORK GROUPS ON RESEARCH STRUCTURE, ETHICS, CORRECTIONS, AND PROCEDURE, WHICH GENERALLY EMPHASIZED A TOTAL MILIEU FOR RESEARCH WHICH WOULD PROTECT THE RIGHTS AND SAFETY OF PARTICIPANTS.
Abstract
THE MAJOR WORK OF THE CONFERENCE WAS ACCOMPLISHED IN FOUR WORK GROUPS DESIGNATED TO COVER SPECIFIC AREAS OF CONCERN. THE WORK GROUP ON RESEARCH AFFIRMED THE VALUE OF USING INMATES IN DRUG RESEARCH IN THAT PHASE OF TESTING REQUIRING CONTROL OVER THE ENVIRONMENT AND BEHAVIOR OF SUBJECTS. IT PROPOSED THAT RESEARCH GUIDELINES INCLUDE PROVISIONS TO ASSURE, CONTROL AND MONITOR THE GENERAL HEALTH AND SAFETY OF SUBJECTS, IDENTIFY AND MINIMIZE ALL FORMS OF COERCION, AND BE ATTENTIVE TO BASIC HUMANITARIAN PRINCIPLES. THE WORK GROUP ON ETHICS, RIGHTS AND LAWS EMPHASIZED THE IMPORTANCE OF INFORMING THE VOLUNTEER OF THE NATURE OF THE EXPERIMENT, ITS RISKS AND BENEFITS, AND THAT THE LEVEL OF COMPENSATION FOR PARTICIPATION NOT BE ABUSED. THE CORRECTIONS GROUP URGED THE RELEASE OF INFORMATION BY DRUG MANUFACTURERS AND THE FEDERAL DRUG ADMINISTRATION INDICATING THAT DRUG TESTS ARE APPROPRIATELY CONDUCTED IN PRISONS, AND RECOGNIZING THE IMPORTANT CONTRIBUTION INMATES ARE MAKING IN THIS ENDEAVOR. THE MAIN CONCERN OF THE PROCEDURES WORK GROUP WAS THE METHOD FOR INSURING THE ETHICAL FITNESS OF THE RESEARCHER.
