Representatives of the Drug Enforcement Administration (DEA) and 53 chemical companies met in Philadelphia to consider the impact of the Chemical Diversion and Trafficking Act of 1988 and how DEA and the chemical industry can cooperate in law enforcement.
Abstract
The conference had three purposes: acquaint the chemical industry with DEA's functions, responsibilities, and organization; define provisions of the new legislation; and describe how the legislation will affect both DEA and the chemical industry. The Chemical Diversion and Trafficking Act is intended to place controls on chemicals, specify recordkeeping requirements and reporting procedures for domestic and import-export transactions, control tableting and encapsulating machines, and curtail the diversion of chemicals into illicit drug trafficking. Conference presentations examine the drug problem in general in the United States and foreign countries, clandestine laboratories in the United States, domestic and international requirements of the Chemical Diversion and Trafficking Act, and international trafficking and the diversion of cocaine chemicals. A roster of conference attendees is included.
