Great Britain's Home Office Strategic Plan for 2004-08 focuses on community policing for a modern world, intervening in the lifestyles of chronic offenders, tougher responses to criminals, and improved services for crime victims.
Abstract
The ultimate goal of the strategic crime control plan is a 15-percent reduction in crime by 2008, safer streets, and stronger communities. The plan will revive neighborhood policing teams for today's world, including provision for the recruitment of 20,000 more community support officers and reducing bureaucracy to free up over 12,000 police officers to do front-line work. Police will increase their work with communities to crack down on antisocial behavior. They will cooperate with residents to identify and counter the most pressing local crime problems. A second theme of the strategy is a focus on chronic offenders. Believing that drug abuse is a primary factor in such offending, there will be a massive expansion of treatment sites, with the goal of involving 1,000 drug-using offenders in treatment each week by 2008. The management of chronic offenders will be facilitated by the new National Offender Management Service, which manages offenders for the duration of their sentence. A third theme of the plan is the balancing and strengthening of every stage of the criminal justice process to achieve the goals of convicting the guilty and supporting the victim. New technologies will be developed and used to improve crime prevention and evidence collection and analysis. The plan presented in this report outlines the steps and actions that will be taken in moving toward the plan's objectives to be achieved by 2008. 9 figures
