TRAINING AND PROCEDURAL DOCUMENT PREPARED FOR LOUISIANA POLICE TROOPERS ACTING AS MEMBERS OF TROOP TACTICAL UNITS IN RESPONSE TO CIVIL DISTURBANCE EMERGENCIES.
Abstract
THE POLICE ROLE IN RESPONDING TO CIVIL DISTURBANCES, RIOTS, AND OTHER SUCH PUBLIC EMERGENCIES IS CHARACTERIZED BY BOTH DEFENSIVE AND OFFENSIVE ELEMENTS. THE AUTHOR DISCUSSES THIS DUAL NATURE, POINTING OUT THE NEED FOR MODERN POLICE ADMINISTRATORS TO INCORPORATE CONSIDERATIONS OF PREVENTION, CONTROL, TRAINING, AND CAPABLE FIELD LEADERSHIP INTO PLANNING FOR POLICE INVOLVEMENT IN SUCH DISORDERS. THE ROLE OF LAW ENFORCEMENT AGENCIES IN MAINTAINING THE BALANCE BETWEEN INDIVIDUAL RIGHTS AND PUBLIC SECURITY IN CONFRONTATION SITUATIONS IS STRESSED. PREPARED AS A TRAINING AND PROCEDURAL DOCUMENT FOR THE LOUISIANA STATE POLICE, THE MANUAL CONTAINS SPECIFIC POLICY AND STRATEGY GOVERNING THE DEPLOYMENT, COMMAND, AND CONTROL OF TACTICAL UNITS, AS WELL AS SPECIAL CONSIDERATIONS OF COMMUNICATIONS, INTELLIGENCE, AND DISASTER RELIEF OPERATIONS. SQUAD AND PLATOON SIZE FORMATIONS ARE DISCUSSED AND ILLUSTRATED, AS ARE EMERGENCY TACTICS FOR SUCH ACTIONS AS CROWD CONTROL, PATROL, SECURING URBAN AREAS, CLEARING BUILDINGS, RAIDS, COUNTER-SNIPING, AND CONTROLLING LOOTING AND ARSON. THE CONCEPT AND TACTICAL USE OF NONLETHAL WEAPONRY, SUCH AS CHEMICAL AGENTS, ARE EXAMINED. SEPARATE CHAPTERS ARE DEVOTED TO BATON TECHNIQUES AND TO METHODS OF CONTROL, EVACUATION AND SEARCH IN INCIDENTS INVOLVING EXPLOSIVES. THE APPENDIXES INCLUDE AN ESSAY ON 'CRISIS MANAGEMENT LEADERSHIP' AND INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE MATERIAL ON MOB BEHAVIOR AND TACTICS, RIOT PATTERNS, AND RIOT CONTROL. MANY ILLUSTRATIONS ARE PROVIDED.
