THE RECRUITMENT, TRAINING, JOB DESCRIPTION, IMAGE, CAREER STRUCTURE AND PROMOTION, AND WORKING CONDITIONS OF THE CORRECTIONAL OFFICER ARE DISCUSSED. THE BALANCE BETWEEN SECURITY AND REHABILITATION IS CONSIDERED.
Abstract
IMPROVED CONDITIONS OF SERVICE AND THE ELEVATION OF THE IMAGE OF THE UNIFORMED CORRECTIONAL OFFICER ARE CONSIDERED ESSENTIAL IF A HIGHER QUALITY OF INDIVIDUAL IS TO BE ATTRACTED TO THE WORK. NATIONALLY STANDARDIZED CONTINUING EDUCATION RELATED TO A PRECISE STATEMENT OF DUTIES IS URGED. IT IS SUGGESTED THAT A PUBLIC RELATIONS OFFICER BE EMPLOYED TO PRESENT A MORE ACCURATE AND POSITIVE IMAGE OF THE CORRECTIONAL OFFICER TO THE COMMUNITY. IMMEDIATE CLASSIFICATION OF PRISONERS BY A COMMITTEE IS RECOMMENDED, WITH REGULAR ASSESSMENT THEREAFTER FOR THOSE SERVING LONG TERMS. IT IS CONSIDERED THAT REHABILITATION PROGRAMS ARE BEST SUITED TO MEDIUM TO MINIMUM SECURITY INSTITUTIONS THAT HAVE SUITABLE FACILITIES AND STAFF FOR THE SPECIFIC PROGRAMS ESTABLISHED. IT IS NOTED THAT TRAINING PROGRAMS MUST BE REALISTIC REGARDING INMATES' APTITUDES AND ABILITIES AND ORIENTED TOWARDS POST-RELEASE JOB OPPORTUNITIES. CAUTION IS URGED IN THE FORMATION OF INMATE COMMITTEES IN ORDER TO KEEP THEM FROM EVOLVING INTO A DANGEROUS THREAT TO PRISON SECURITY....RCB
