THIS REPORT, PRODUCED ON NOVEMBER 4, 1975 FOR THE STATE OF CONNECTICUT PLANNING COMMITTEE ON CRIMINAL ADMINISTRATION, INCLUDES A REPORT ASSESSMENT AND GUIDANCE REGARDING THE REPORT'S CONTENT AND RECOMMENDATIONS.
Abstract
THE STATE PLANNING AGENCY (SPA - STATE OF CONNECTICUT PLANNING COMMITTEE ON CRIMINAL ADMINISTRATION) HAD RECENTLY CONTRACTED WITH BOOZ-ALLEN AND HAMILTON TO PERFORM A STUDY OF THE OVERALL STATE REQUIREMENTS FOR EMERGENCY TELECOMMUNICATIONS. THIS STUDY HAS BEEN COMPLETED AND SEVERAL RECOMMENDATIONS HAVE RESULTED. THE MAJOR RECOMMENDATIONS DEAL WITH A SIGNIFICANT CHANGE IN THE STATE ORGANIZATION TO HANDLE COMMUNICATIONS, SPECIFICALLY TO ESTABLISH A NEW OFFICE OF TELECOMMUNICATIONS, AND A SUGGESTION TO DEVELOP THE EMERGENCY COMMUNICATION SYSTEMS IN CONNECTICUT FOLLOWING A REGION/ZONE COMMUNICATIONS CONCEPT. THE SPA REQUIRED TECHNICAL ASSISTANCE TO GUIDE THEIR EFFORTS IN ACTING ON THESE REPORT RECOMMENDATIONS. THIS GUIDANCE WAS PROVIDED BY CONCENTRATING ON REVIEWING THE STUDY REPORT TO DETERMINE THE COURSES OF ACTION THAT COULD BE FOLLOWED BY THE SPA, EXPLAINING TO THE SPA PERSONNEL ON A QUALITATIVE EXPERIENCE BASIS THE IMPACTS OF THE VARIOUS ALTERNATIVE ACTIONS, PREPARING BRIEFING MATERIAL TO MEET IMMEDIATE NEEDS OF THE SPA, AND PROVIDING GUIDANCE FOR FUTURE ACTIVITIES BY THE SPA. IT WAS RECOMMENDED THAT THE STATE PLANNING AGENCY CONTINUE ITS REVIEW OF THE STUDY AND THE RECOMMENDATIONS TO DEFINE THE BENEFITS TO BE EXPECTED FROM THE RECOMMENDED COURSES OF ACTION. THE AUTHORS ALSO STATE THAT PORTIONS OF THE STUDY REPORT SHOULD BE DISSEMINATED TO REGIONAL PLANNING UNITS AND INDIVIDUAL LAW ENFORCEMENT AGENCIES IN THE STATE TO INFORM THEM OF THE STUDY RESULTS AND OF THE ACTIONS THAT ARE BEING TAKEN BY THE SPA. IT WAS ALSO SUGGESTED THAT A DETAILED PLAN OF ACTION AND SCHEDULE OF ACTIVITIES BE DEVELOPED FOR THE COMMUNICATIONS PLANNING EFFORT BASED ON THE GENERAL PLAN AND SCHEDULE PRESENTED ON OCTOBER 16, 1975. FINALLY, THE EVALUATORS RECOMMEND THAT THE SPA SHOULD IMMEDIATELY FOCUS PART OF ITS MANPOWER RESOURCES ON THE COMMUNICATIONS AREA SO THAT THE INTEREST OF LOCAL LAW ENFORCEMENT AGENCIES CAN BE PROPERLY REPRESENTED IN MAKING CHANGES TO THE STATE'S COMMUNICATIONS SYSTEM.
