EFFECTIVENESS OF THE STATEWIDE ENFORCEMENT COORDINATING COMMITTEE'S (S.E.C.C.) REGIONAL CRIME SQUADS IN ATTACKING ORGANIZED DRUG DISTRIBUTION AND PROVIDING UNDERCOVER INVESTIGATION SERVICE TO LOCAL POLICE IS ASSESSED.
Abstract
FOR PURPOSES OF DISCUSSION THE REPORT ANALYZES THE EFFECTIVENESS OF DRUG SALES CONTROL BY COMPARING HEROIN CASES TO MARIJUANA CASES. IN THIS RESPECT, IT WAS FOUND THAT THE CRIME SQUADS HANDLED A LARGER NUMBER OF MARIJUANA CASES, WITH A TREND TOWARDS MAKING CASES ON HIGHER LEVEL DEALERS; THEY ALSO SHOWED PROGRESS TOWARD MAKING CASES ON MORE MIDDLE LEVEL HEROIN DEALERS. THE MAJORITY OF A SAMPLE OF POLICE CHIEFS INTERVIEWED RANKED SERVICE FROM THE SQUADS AS VERY GOOD OR GOOD. DISSATISFACTION WITH THE SQUADS WAS FOUND DUE TO INEQUITIES BETWEEN NEED FOR SERVICE AND SERVICE AVAILABLE. THE PRIMARY RECOMMENDATION MADE IS THAT A POLICY DECISION IS NEEDED AS TO WHETHER THE CRIME SQUADS SHOULD BE ELITE DRUG UNITS OR REGIONAL SERVICE UNITS.
